  18. <p>     At dusk last Monday, Norma Corona Sapienz, 38, president of
  19. the State Commission for the Defense of Human Rights in
  20. Culiacan, on Mexico's Pacific Coast, was driving home from work
  21. when three men in a pickup blocked her path. She tried to flee
  22. on foot. Suddenly gunfire rang out, and five bullets tore
  23. through the prominent attorney's back, killing her instantly.
  24. </p>
  25. <p>     The assassination was hardly unusual. Drug trafficking has
  26. led to a spate of killings. However, in Mexico much of the
  27. violence is the work of corrupt police officials, who often
  28. operate under the guise of stepped-up narcotics enforcement.
  29. Despite President Carlos Salinas de Gortari's official
  30. condemnations of political corruption, complaints about savage
  31. human- rights abuses in Mexico have increased dramatically
  32. since he took office in 1988. In a report released in Mexico
  33. City two weeks ago, the Dominican Center for Human Rights
  34. declared that more than 100 summary executions took place
  35. during the first 14 months of Salinas' administration.
